BACKWELL PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING
HELD ON THURSDAY 4TH JUNE 2009
AT THE RED CROSS HALL, BACKWELL
PRESENT: Cllrs C Pope (Chairman), B Bucknell, T Collinson, R Drew, B Huggins,
J Llewellyn, R Mason, S Pope, D Sparks and R Taylor
IN ATTENDANCE: District Cllr K Barclay, Ms S Pope of North Somerset Times and Mrs J Stone - Clerk of the Council

The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets

2. Minutes
The Minutes of the Parish Council meeting held on:
261 a. Thursday 7th May 2009 and
262 b. AGM held on Thursday 21st May 2009
were unanimously confirmed as a correct record by those present at those
meetings
3. Public Participation
Standing Orders were suspended
Ms J Churchill addressed the meeting, and thanked Backwell Parish Council
for the equipment it had previously provided at the Oatfield Play Area. She
explained that now the children were older they would like additional skateboard
equipment. She mentioned that if Backwell Parish Council were willing to
contribute towards new skate equipment, she would then be in a position
to submit applications for financial help to Bristol Airport International
and Tarmac.
Standing Orders were reinstated
4. Declarations of Interest
The Chairman referred to the Declaration of Interests Register and asked members of Council if there were any further items to be entered in the Register. The following entries were made by Members in the Declarations of Interest Register:-

5. To receive such communications as the person presiding may wish to lay
before the Council
265 The Chairman informed members that a Lawnside resident, Joy Clifton Hughes,
would be celebrating her 100th birthday on June 27th, and a celebration would
be taking place on this date at Lawnside. The Chairman said he and Cllr S Pope would like to attend this special occasion and present a card and bouquet of flowers to her on behalf of the Council.
266 The Chairman informed members that an Open Day for CPRE members was
taking place at Lower Failand Farm, Sandy Lane, Failand, on Sunday 7th June
between 11 am and 4 pm, and Councillors were invited to attend.
267 The Chairman informed members that Cllr R Drew had proposed an "In Service
Day for Councillors", and suggested that Councillors contact the Parish Clerk
with their views regarding this.

7 To receive and consider Reports and Minutes of Committees

8. To receive and consider email from Wraxall and Failand Parish Council dated 19.5.09 regarding the RSS and creation of Forum between local councils
Cllr T Collinson informed members about the forthcoming RSS, and suggested it
would be a good idea to participate in the suggested Forum
270 Resolved: Unanimously Backwell Parish Council join the Forum and Cllrs
R Taylor, T Collinson and R Mason represent the Council and report back
in due course.
9. To receive and consider letter from Mr David Ratcliffe dated 6.5.09 re the 31st Backwell Village Show (Flower Show) and their request for the Parish Council to place a congratulatory advert in their magazine at a cost of £12.50
271 Resolved: Unanimously that an advert be placed in the magazine at a cost
of £12.50
10. To receive and consider emails from NSC dated 19.5.09 and 26.5.09 regarding:
(a) possibility of textured coloured surfacing on entrances to 20 mph zone in Dark Lane and Church Lane, Backwell and
(b) proposed removal of speed table from Backwell Hill and redesign of junction with Church town and changed priorities

272 Resolved: (a) Unanimously Backwell Parish Council approve the use
of textured coloured surfacing on entrances to 20 mph zone in Dark Lane
and Church Lane, Backwell and
273 (b) By a majority decision Backwell Parish Council object to the removal of the speed table from Backwell Hill. 1 abstention
11. Cllr C Pope - parking problems in Rodney Road, Backwell
The Chairman informed members of the parking problems being experienced in
Rodney Road, since the introduction of the 2 hour parking limit in Rodney Road
Car Park in April 2009. Cars are being parked in the 3 lay-bys for lengthy periods of time and parishioners were unable to park their vehicles. Cllr R Taylor and R Drew also spoke of the problems being experienced.
274 7.58 pm Cllrs R Taylor and R Drew left the meeting, both having declared
a prejudicial interest in this matter
Members debated this issue
275 Resolved: a) Unanimously that the Clerk write to Mr Tingle, the Landlord, explaining the parking problems to him, and ask that he seek co-operation of the owner of the new business in Rodney Road
276 b) Unanimously that Backwell Parish Council write to North Somerset
Council and investigate introducing a 2 hour waiting restriction in the lay-bys
277 c) Unanimously that Backwell Parish Council contact the Police and ask them to check on vehicles causing an obstruction
278 8.03 pm Cllrs R Taylor and R Drew rejoined the meeting and were advised of
the above resolutions
12. To receive and consider reports from Working Parties of the Council and
Councillors:
a. Cllr R Taylor updated members on the Village Enhancement Working Party Report, and thanked Cllr S Pope for her hard work in connection with the Village
279 of the Year entry. Cllr S Pope informed members that judging for this competition would take place between the 1st June and the 31st July 2009.
b. Cllr R Taylor updated members on the History of Backwell project. The proposed publication would be between 55 - 60 pages, and it was anticipated to complete this by next summer in time for the Parish Hall Centenary. Costs were
280 estimated to be up to £500. Another meeting was scheduled for September.
c. Cllr R Drew's comments on the size of the buses used for new local bus service
281 were noted by members
d. The Chairman reminded members that Backwell Parish Council owns the Oatfield Play Area and all of the equipment. Members debated the request from the residents of Oatfield for the provision of a new Quarter Pipe. The residents will be seeking financial assistance from Bristol International Airport and Tarmac, but needed to know what support, if any, the Council would give towards this application before submitting applications. A site visit would be necessary to ascertain whether a low or high quarter pipe would be the best option.
282 Resolved: Unanimously that Backwell Parish Council fund half of the proposed project in the sum of £6,000. Council to further review the situation when all inquiries for financial assistance have been completed.
e.283 Cllr D Sparks updated members on the current position regarding the Council's Website. He requested that Councillors look at the website, and report back with any comments they may have.
f. Cllr R Taylor updated members on the working party meeting held recently to discuss the Backwell Playing Fields Toilets, and various options were discussed. It was suggested that as an interim measure 2 portable toilets be erected in the playing fields for 3 -6 months to cover the summer period. Members debated this issue.
284 Resolved: By a majority vote that Backwell Parish Council set aside £1,200
for the provision of 2 portable toilets for a six month trial in Backwell Playing Fields. 1 abstention
g.285 Cllr R Mason reported that all the Community Plan questionnaires had now been delivered, and were in the process of being collected.

290 Resolved: Unanimously to authorise expenditure with the additional entry of cheque no. 101122 for Mr H Jones in the sum of £10 for travelling expenses
c. To authorise £5,000 for Parish Office refurbishment
The Chairman informed members that the Parish Office was in need of
refurbishment
291 Resolved: Unanimously that £5,000 be set aside for the refurbishment of the
Parish Office to include new furniture and decorating
16. Planning Matters
To consider the following planning applications:-
a. PLANNING APPLICATION NO. 09/P/0784/F - SUMMERVALE,
MOOR LANE, BACKWELL - MR D ABRUZZO - Erection of an extension and alterations to existing storage building to create additional residential storage
292 Resolved: Although Backwell Parish Council have been informed that this application has been withdrawn, we have great concern that this proposed Residential Storage Unit has already been started. It was felt that because there has been several planning applications and amendments, we would strongly suggest that an Enforcement Officer pay a visit to this property to establish what has been done with which application, and what has been completed. Majority decision, 1 abstention.
b. PLANNING APPLICATION NO. 09/P/0786/F - 13 STATION
ROAD, BACKWELL - MR C HOOPER - Erection of single and two storey
side and rear extensions following demolition of existing single storey side
extensions and rear conservatory (Amendment to planning approval 08/P/2474/F)
293 Resolved: By a majority decision no objection. 1 abstention.
c. PLANNING APPLICATION NO. 09/P/0807/F - BEECHWOOD,
POTTERS HILL, BACKWELL - MR B SHORT - Erection of a two bedroom
dwelling following the demolition of existing dwelling
294 Resolved: By a majority decision Backwell Parish Council strongly object
to its design, as it does not comply with GDP/3. 1 abstention.
