MINUTES OF THE PARISH COUNCIL MEETING

HELD ON THURSDAY 1ST JULY 2010

IN BACKWELL PARISH HALL, BACKWELL

 

Present: Cllrs C Pope (Chairman), M Bowerman, B Bucknell, M Gibbons-Price,

B Huggins, J Llewellyn, R Mason, K Merryweather, S Ould, C Perry, S Pope, D Sparks, R Taylor and G Wills

 

In attendance: Mrs J Stone, Clerk of the Council

 

Members of the public: 4 members of public present

 

The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets

2. To co-opt new member onto Backwell Parish Council

The Chairman informed members that no applications had been received in respect of the vacancy. The Clerk to re-advertise.

3. Minutes

280 The minutes of the Full Council Meeting held on Thursday 3rd June 2010 were unanimously confirmed as a correct record by those present at that meeting

 

4. Public Participation

Standing Orders were suspended

3 members of public spoke in favour of reducing the speed limit along Farleigh Road to the Backwell boundary (A370)

Standing Orders were reinstated

To receive and consider letter from District Cllr T Collinson dated 8th June

2010 regarding A370 speed limit Farleigh Road

Members debated the issue of reducing the speed limit from the Leisure Centre

to the boundary of Backwell from 40 mph to 30 mph

282 Resolved: Unanimously Backwell Parish Council recommends the reduction of the 40 mph speed limit to 30 mph along Farleigh Road to the Backwell boundary

286 b. The Chairman spoke of celebrations planned to commemorate the 100th

anniversary of the Parish Hall, and gave details of a talk planned at the Parish

Hall by local historian Norma Knight on Wednesday 21st August at 7.30 pm and

performances by Backwell Drama Club of 'Backwell Revels' on Thursday 19th/Friday 20th at 7.45 pm and at 7.30 pm on Saturday 21st August 2010

12. To receive and consider 3 quotations regarding replacement/repair work to play surface at Moor Lane Play Area (please see Clerk's Report)

 

a. £2,253.00 plus VAT

b. Option 1 - £1,955 plus VAT

Option 2 - £1,725 plus VAT

Option 3 -£2,587.50 plus VAT

c. £1,440 plus VAT

Members discussed the 3 quotations received

292 Resolved: Unanimously Backwell Parish Council authorises Option 3 in

the sum of £2,587.50 plus VAT for GB Sports and Leisure to remove

existing surface and supply new surface surrounding the roundabout at Moor Lane Play Area

 

13. To appoint observer to Backwell Playing Fields Charity

Councillors discussed the setting up of a Working Party to deal with the

Built Environment section of the Community Plan.

The Chairman informed members of a meeting being held with Nailsea Town

Council which he would be attending with Cllr R Taylor and the Clerk. The

Council to be updated at the next Full Council meeting on 5th August 2010

b. Planning Application No. 10/P/0977/F - 14 Church Lane, Backwell -

Mr M Bailey - Erection of a first floor side extension (re-submission

of 07/P/1584/F)

c. Planning Application No. 10/P/0981/F - 112 Church Lane, Backwell -

Mr J Ellison - Erection of a two storey side extension, a two storey

link extension to the existing garage and a single storey rear extension

d. Planning Application No. 10/P/0994/F - 42 Dark Lane, Backwell -

Mr & Mrs Matley - The alteration of the roof to include new gable

ends, the erection of 3 dormers to front elevation and 1 dormer to the rear

311 Resolved: Unanimously Backwell Parish Council objects as it is overbearing and not in keeping with the neighbouring 12 bungalows.  The dormer windows on the front of the property are out of character even though the roof height is acceptable, and the Council is of the opinion it would set a bad precedent.

312 Resolved: That pursuant to the Public Bodies (Admission to Meetings) Act 1960, the Public and Press be excluded from the meeting for the following items due to the confidential nature of the business to be transacted.
