MINUTES OF THE PARISH COUNCIL MEETING
HELD ON THURSDAY 5TH AUGUST 2010
IN BACKWELL PARISH HALL, BACKWELL
Present: Cllrs C Pope (Chairman), M Bowerman, B Bucknell, M Gibbons-Price,
J Llewellyn, R Mason, C Perry, S Pope, D Sparks and R Taylor.
In attendance: Mrs J Stone, Clerk of the Council and District Cllr K Barclay.
Members of the public: 1 member of public and Ms V Angear, North Somerset Times.
The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets.
1. Apologies

2. To co-opt new member onto Backwell Parish Council
The Chairman informed members that no applications had been received in respect of the vacancy. The Clerk to re-advertise.

3. Minutes
317 The minutes of the Full Council Meeting held on Thursday 1st July 2010 were unanimously confirmed as a correct record by those present at that meeting.
4. Public Participation
Standing Orders were suspended

5. Declarations of Interest
The Chairman referred to the Declaration of Interests Register and asked members of Council if there were any further items to be entered in the Register. The following entries were made by Members in the Declarations of Interest Register:-

The Chairman informed members that the Royal British Legion had once again
won the North Mendip Cup for the best kept outdoor War Memorial
320 Noted: The Clerk to send a letter of congratulations to the Royal British
Legion.
7. To answer questions from Councillors (see standing order 26)

8. To receive and consider reports and minutes of Committees
To receive the draft Minutes of the Planning Committee meeting held on the
15th July 2010.

9. Backwell Access Group proposed path around Backwell Lake
a. To consider reversal of resolution 072/4th February 2010 regarding allocating funds towards maintenance of path
323 Resolved: Unanimously reversal of resolution 07/4th February 2010 approved by Backwell Parish Council.
b. To consider authorising expenditure of £1,000 towards maintenance of path around lake. Funds to be vired from General Contingency Fund. Section 137 payment.
324 Resolved: Unanimously Backwell Parish Council authorises the
expenditure of £1,000 towards the maintenance of the proposed path around Backwell Lake, provided that Nailsea Town Council and Wessex Water put the same amount into the fund. This fund will be administered by Backwell Parish Council. Funds to be vired from the General Contingency Fund. Section 137 payment.
10. To appoint Scribe for Backwell Parish Magazine.
325 Resolved: Unanimously Cllr S Pope to be Scribe for Parish Magazine.
11. To appoint Council Representative on Bristol Airport Consultative Committee and Environmental Effects Working Party.
Cllr S Pope informed members that due to other commitments, she was unable
to continue in this role.
326 Resolved: Unanimously Cllr B Bucknell to be Council Representative on
the Bristol Airport Consultative Committee and Environmental Effects
Working Party. Cllr M Bowerman to be deputy.
12. National Grid Hinkley Point C Connection Project
a. To receive letter from National Grid dated 25.6.10 re update on Hinkley
Point C Connection Project (CD available in Parish Office).

b. To receive and consider letter from Wraxall & Failand Parish Council
received on 8.7.10 re National Grid Transmission Lines and Pylons

13. To receive and consider letter from Barrow Gurney Parish Council dated 7th July 2010 enclosing Transport Planning Report on proposed Barrow Gurney By-Pass (copy report attached).
Members discussed the Transport Report.
330 Resolved: Unanimously a letter be sent to Barrow Gurney Parish Council
supporting Pinnacle's Transport Plan, suggesting that the Secretary of State approves £3.5 million to go with the Section 106 monies of £4.5 million from Bristol Airport to help fund the £8 million required for the Barrow Gurney By-Pass.
14. To receive and consider email from Wraxall & Failand Parish Council dated 8.7.10 re proposal from local RSS Forum to set up new forum
331 Resolved: Unanimously Backwell Parish Council informs Wraxall & Failand Parish Council that it is prepared to join the forum, once the format has been
decided.
15. To receive and consider correspondence from Winford Parish Council regarding proposed leaflet drop re possible allotment site at St Katherine's
Playing Field, Felton
Members discussed this matter and thought it a good idea. Cllr R Mason volunteered to deliver leaflets to the Oatfield Estate.

Council in this proposed venture.
16. To receive, consider and approve Schedule of Council meetings for 2011
333 Resolved: Unanimously to approve .
17. To receive and consider letter received from NSC dated 19.7.10 regarding
Speed Limit Review A370
Letter noted.
334 Resolved: Unanimously the Clerk to write to North Somerset Council
and request that a traffic monitor be used to check the speed of the traffic.
18. To consider and approve erection of Xmas Tree
335 Resolved: Unanimously a Xmas Tree to be erected in Rodney Road as
in previous years. The Enhancement Working Party to make the relevant
arrangements.
19. Review of Insurance Policy
a. To consider deletion of items as listed on the enclosed correspondence
from insurance policy
Members were informed that a saving of £664 could be made if
certain items were deleted from the insurance policy.

b. To consider insurance of war memorial
(Please see Clerk's Report)
Members debated this issue. It was noted that it costs approximately £1,145 a year to insure the war memorial. It was recommended that the Clerk send a letter to the Royal British Legion explaining the reason why the Council will no longer insure the War Memorial, and to assure them the Council will pay for any damage

cover on the war memorial, and deals with any claims as and
when submitted to the Council.
20. To receive and consider reports from working parties of the Council/Cllrs

339 Cllr R Taylor updated members on the publication of the History of
Backwell.
c. Cllr M Bowerman - Report on Alcohol & Drug Awareness Session

341 Noted: Defer to September 2nd Full Council meeting.
e. Enhancement Working Party Report
342 Report noted. Cllr S Pope asked for as much help as possible with the
Over 60's Tea Party. Members were informed that the Carols Around
the Xmas Tree would now take place on Monday 20th December. Members
were updated regarding the telephone kiosks in West Town Road and
Westfield Close. BT would not be removing these as it was too expensive.

Mr A Tavener - T1- Eucalyptus - Crown reduction 30%. Remove 1 x stem on northern side of the tree
349 Resolved: Unanimously no objection.
b. Planning Application No. 10/P/1265/F - Backwell Hill House, Backwell
Hill, Backwell - Mr A Follett - Erection of a single storey extension to incorporate existing swimming pool following demolition of existing swimming pool building
350 Resolved: By a majority vote Backwell Parish Council has no objection in principle, but do feel that the extension should match the frontage of the rest of this old and impressive building. 1 abstention.
c. Planning Application No. 10/P/1267/F - Backwell Hill House, Backwell
Hill, Backwell - Mr A Follett - Erection of a two storey extension to incorporate existing swimming pool and additional accommodation at first floor level following demolition of existing swimming pool building
351 Resolved: By a majority vote Backwell Parish Council has no objection in principle, but do feel that an apex roof above the front windows to match the original frontage would be most acceptable. 1 abstention.
d. Planning Application No. 10/P/1274/F - Old Farm, Backwell Common,
Backwell - Mrs S J Nock - Retention of private stables

354 The Chairman updated members on staff matters.
