MINUTES OF THE PARISH COUNCIL MEETING

HELD ON THURSDAY 19TH JANUARY 2017

IN BACKWELL PARISH HALL, BACKWELL

 

Present: Cllrs R Taylor (Chairman), M Bowerman, C Cole, R Day, S Edwards, M Gibbons-Price, J Llewellyn, S Mitchell, S Ould, H Power, J Sear, and D Seddon

The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets

            b.         Budget and reserve levels for 2017/18

055                  Resolved: Unanimously the budget be set at £144,115.00 (Appendix                              B)

 

            c.         Precept for 2017/18

056                  Resolved: Unanimously the precept for the 2017/18 financial year be

                        set at £133,080.00 less grant allocation from NSC of £2,767.61                                       resulting in a precept requirement of £130,312.39

 

7.         To authorise expenditure of £60 for Cllr M Bowerman to attend Being A Good Councillor course on 18.2.17

9.         Planning

            To consider the following planning application:

                Planning application no. 17/P/0013/O - Land at 86 Farleigh Road, Backwell -

            Outline planning permission with all matters reserved for the erection of 3 no.

            two storey dwellings - Mr J Tailor

059      Resolved: Unanimously Backwell Parish Council objects.  In the Council's opinion the development is out of keeping with the area, and does not comply with GDP/3.  It is too close to the neighbours boundary.  The access road is inadequate for emergency vehicles, and there is not enough room for additional cars.  The A370 has a history of flooding problems, and this development would exacerbate the problem.  It is too close to Fairfield School and Fairfield Way and the additional vehicle movements would be a danger to the children.
