MINUTES OF THE PARISH COUNCIL MEETING

HELD ON THURSDAY 5TH APRIL 2018

IN BACKWELL PARISH HALL, BACKWELL

 

Present: Cllrs R Taylor (Chairman), M Bowerman, J Cousins, E Langston, J Llewellyn, Z O'Keefe, S Ould, R MacLeavy, S Mitchell, H Power, D Seddon and G Simmonite

 

In attendance: Mrs J Stone, Clerk of the Council and Mrs E Lacey, Office Assistant 

Members of the public: 4 members of public present.  District Cllr K Barclay 

 

The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets

3.         Minutes (Circulated)

112      The Minutes of the Full Council meeting held on 15th March 2018 were unanimously confirmed as a correct record by those present at that meeting

 

4.         Public Participation

113      None.  The Chairman read out a statement from a resident concerning the development of 65 homes off Moor Lane

           

5.         To receive such communications as the person presiding may wish to lay

            before the Council

114      The Chairman informed members he had spoken with Mr Thorne, who was

            in agreement with chippings being placed at gates in fields near West Leigh

            Infant School.  Cllrs H Power, R MacLeavy and J Cousins to organise

115      The Chairman's comments were noted regarding no update at present on

            Blight

116      The Chairman pointed out that the meeting being held on Thursday 26th April

            2018 is the Annual Meeting of the Electorate, and not a Full Council meeting           

 

117      The Chairman reminded members to wear their passes at the APM

121                  The Chairman informed members the Parish Office would be shut

                        next week due to the preparation of the end of year accounts and the             Internal Auditor's visit

 

 9.        Update on Farleigh Fields

122      Members discussed a proposed statement to be issued by Backwell Parish Council           regarding the Appeal being dismissed by the Secretary of State

 

10.       Update on JSP and Local Plan

123      The Chairman gave an update and his comments were noted

 

11.    Noticeboards - Fairfield Mead and Moor Lane (please see Clerk's Report)

a.         To receive and consider costings from Village & Urban dated 27.2.18 for renovation/replacement noticeboard at Fairfield Mead as follows:

                        Option 1          £470

                        Option 2          £787

                        Option 3         £1,280             all prices plus VAT

            b.         To receive and consider costings from Village & Urban dated 21.3.18 for

                        renovation/replacement noticeboard at Moor Lane play area as follows:

                        Option 1          £350

                        Option 2          £545

                        Option 3          £870                all prices plus VAT

            If approved money to be vired from General Contingency Fund

124      Resolved: Unanimously to approve Option 1 for both noticeboards in the

            sum of £820

 

 12.      To receive and consider email re Backwell Youth Club dated 5.3.18 and

            approve request for the second tranche of £1,440 for the next two terms

 13.      To consider NSC's removal of litter bins in Backwell

            Members discussed the removal of litter bins throughout the village.  The bins

               have been removed with no prior notice by North Somerset Council.  The Clerk

            to ask the Village Orderly to monitor

 14.      To receive and consider email dated 19.3.18 received from Backwell Village Show for funding of replacement signage in the sum of £315

            (if approved funds to be vired from the General Continency Fund)

  15.     To authorise expenditure for Clerk and Office Assistant to attend GDPR

            training course in Long Ashton on 30.4.18 at a cost of £40 per attendee

  16.     To consider communications and Facebook

            Members noted the Communications Working Party would prepare a Communications Policy, which would be discussed at the 3rd May 2018 Full Council meeting

                        Members noted Cllr S Mitchell's comments regarding Station Road.

                        The Chairman comments were noted regarding an email received

                        re Moor Lane

            c.         To authorise expenditure of £628.75 for BPC's subscription to NALC

                        and ALCA for 2018-2019 (£613.86 last year)

d.         To consider renewal of annual membership of CPRE at a cost of £36 (same cost as last year)

19.                   To consider the following planning applications:

            a.         Planning application no. 18/P/2112/FUL 3 Chapel Hill, Backwell -

            Erection of 1no. two bedroom dwelling with car and cycle parking,

            refuse and recycling provision

137                  Resolved: Unanimously Backwell Parish Council object to this                                     application. We fully support the concerns & objections raised by our                         local residents. This Planning Application is within a conservation                          area as defined under NSC CS5: Landscape and the Historic                                              Environment and Replacement Local Plan Policy ECH/3                                                 Conservation Areas. The proposed development will be out of                                       character with the area and will not enhance or contribute to the                             character or appearance of the conservation area as per NSC Policy                                  DM3. Further the effect of the proposed development on the setting of                       the site, will have a detrimental impact on adjacent buildings, walls,                          trees and other important features of this conservation area. Parking                             on Chapel Hill is already at capacity and any new development will                                    also impact negatively on the situation. Chapel Hill already has severe                    issues with flooding during heavy rainfall and any further                                             development will only add to this problem.

            b.         Planning application no. 17/P/5542/FUL Ground Floor, 21 West                                         Town   Road, Backwell - Change of use of ground floor from bar                                                 and restaurant to 1no. 3 bedroom dwelling

138                  Resolved: Unanimously Backwell Parish Council has no objection to                                     this application. Backwell Parish Council as per our Neighbourhood                                 Plan however has concerns over the loss of a retail outlet. A valid                          point has been raised by a supportive neighbouring property over the                              parking which we would ask the planner to look at prior to approving                     this application.

            c.         Planning application no. 18/P/2352/FUH 48 Church Lane,                                                   Backwell - Demolition of existing conservatory and erection of a                                                 new larger conservatory

139                  Resolved: Unanimously Backwell Parish Council has no objection to                                     this application. 

            d.         Planning application no. 18/P/2482/FUH 47 Westfield                                                         Road, Backwell - Demolition of single storey side extension and                                                 chimney stack.  Construction of new two storey side extension and                                      replacement of existing roof tiles

140                  Resolved: Unanimously Backwell Parish Council has no objection to                                     this application. 

            e.         Planning application no. 18/P/2602/NMA 32 Church Lane,                                                 Backwell - Non-material amendment to 17/P/2391/F (Erection of a                                  two storey extension to the rear of the property, upgrading of                                                 existing two storey extension to the south of the property including                                 extension of main roof) to link the two front bays together with a                                      new cavity wall extending to the south. Change of cladding material                                on the upper storey of the rear extension from Zinc panels to horizontal                                timber cladding

 141                 Resolved: Unanimously Backwell Parish Council has no objection to

                        this application and support the decision of the NSC Planning Officer.

            f.          Planning application no. 18/P/2365/FUH 36 Westfield Road, Backwell -

                        2 storey side extension following demolition of garage

142                  Resolved: Unanimously Backwell Parish Council has no objection to

                        this application.

 

     20.  Confidential Items

143      Resolved: That pursuant to the Public Bodies (Admission to Meetings)

            Act 1960, the Public and Press be excluded from the meeting for the

            following items due to the confidential nature of the business to be transacted

 

     21.  Staff

            Staff matters

144      Resolved: By a majority decision no incremental pay increase to be awarded

            to Office Assistant. A cost of living pay rise to be awarded from 1st April 2018    once notification received from NALC. 1 abstention

 

145      There being no further items of business, the Chairman closed the meeting at

            2109 hours
