MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON THURSDAY 20TH

NOVEMBER 2008 IN BACKWELL PARISH HALL, AT 1900 HOURS

092      The minutes of the Planning Committee Meeting held on 16th October, copies having been circulated were confirmed as a correct record by those present at that meeting and signed by the Chairman.

 

5.         TO NOTE PLANNING APPLICATION RESOLUTIONS OF PARISH COUNCIL

            OF 6TH NOVEMBER 2008

 

            a.         PLANNING APPLICATION NO. 08/P/2122/F - SUMMERVALE,

            MOOR LANE, BACKWELL - MR D ABRUZZO - Erection of side and

            rear extensions, insertion of 2 no. bay windows to front elevation, raising of

            roof and insertion of 3 no. dormer windows to front elevation and 3 no. dormer

            windows to rear elevation with balcony.  Erection of 2 metre high boundary

            wall to front of property (revised application to previously approved 07/P/0069/F)

            Resolved:  Unanimously no objection in general but Backwell Parish Council

            have concerns with regard to the rear balcony overlooking the neighbour

            ‘Nadel' and strongly object to the 2m high wall, which is not in keeping with

            the surrounding residences, and would suggest a suitable hedge.

 

            b.         PLANNING APPLICATION NO. 08/P/ 2136/F - 40 FARLEIGH

            ROAD, BACKWELL - MR C LAPORTA - Erection of a detached double

            garage to front of property

            Resolved: Unanimously no comment.

 

            c.         PLANNING APPLICATION NO. 08/P/2140/F - THE FIRS, 21

            HYATTS WOOD ROAD, BACKWELL - MR & MRS D COGZALL -

            Erection of a first floor extension to both sides and a rear conservatory

            Resolved: Unanimously object as it is an overdevelopment of this site,

            which is situated in Green Belt.

 

            d.         PLANNING APPLICATION NO. 08/P/2159/TPO - HOLLY

            HOUSE, 2 FAIRFIELD WAY, BACKWELL - TREEWORK AND

            SILVANUS SERVICES - Ash x 1 and Sycamore x 1 - Reduce by 20%

            and shape

            Resolved: Unanimously no objection.

 

            e.         PLANNING APPLICATION NO. 08/P/2169/F - LAND AT LONG

            LANE, BACKWELL HILL - MANOR FELTON LTD - Change of use

            from builders yard to car park and siting of mobile office

            Resolved: Unanimously object as this Council supports North Somerset

            Council's policy on airport car parking in Green Belt.

 

            f.          PLANNING APPLICATION NO. 08/P/2244/F - BACKWELL

            HOUSEHOLD WASTE AND RECYCLING CENTRE, COLES QUARRY,

            CHURCH TOWN, BACKWELL - PELL FRISCHMANN - Erection of

            a 3 m high noise mitigation timber boundary fence together with modifications

            to kerbs, gullies and drainage

            Resolved: Unanimously no objection.

 

            g.         PLANNING APPLICATION NO. 08/P/2254/F - 131 FARLEIGH

            ROAD, BACKWELL - MR HUGHES - Erection of two storey and single

            storey rear extension with Juliette balcony.  Creation of raised deck area to rear

            Resolved: Unanimously no objection.

 

            h.         PLANNING APPLICATION NO. 08/P/2256/F - 23 HYATTS WOOD

            ROAD, BACKWELL - MR & MRS GRIFFITHS - Change of use from

            dwelling house to guest house with associated car parking (retrospective)

            Resolved: Unanimously Backwell Parish Council objects on the grounds of

            inappropriate commercial development of a guest house with very large

            car parking facilities near the airport in Green Belt.

 

            i.          PLANNING CONSULTATION

            Planning Consultation No. 08/P/2145/PAI - Bristol International Airport - Town

            and Country Planning Act (General Permitted Development) Order 1995, Part

            18 Consultation - Proposed new Fire Station

            Resolved: Unanimously no objection.

            6.    TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS:-

 

            a.     PLANNING APPLICATION NO. 08/P/2310/F - OLD FARM,

            DOWNSIDE ROAD, BACKWELL, BS48 3DN - MR CHALMERS -

            Material changes to the external appearance of the flat and conversion of the

            integral garages to habitable rooms

094      Resolved: Unanimous no objection

 

            b.    PLANNING APPLICATION NO. 08/P/2315/F - CHERRYWOOD

            STABLES, BACKWELL HILL ROAD, BACKWELL - MR R WALKER -

            Erection of temporary worker's dwelling (Retrospective)

095      Resolved: Unanimous Backwell Parish Council strongly object as this does

            not comply with Green Belt rules

 

            c.     PLANNING APPLICATION NO. 2359/F - 132 FARLEIGH ROAD,

            BACKWELL - MR M DAVIS - Part demolition of existing wall to front of

            property with excavation of existing soil.  Construction of new wall with

            railings and gate.  Construction of off street parking area

096      Resolved: Unanimous no objection to the construction of new wall,

            railings and gate but we are unable to comment on the off-street parking

            area as it is not clear as to where it is, bearing in mind that this is a

            Conservation Area.

 

            d.    PLANNING APPLICATION NO. 2360/CA - 132 FARLEIGH ROAD,

            BACKWELL - MR M DAVIS - Part demolition of existing wall to front of

            property with excavation of existing soil.  Construction of new wall with

            railings and gate.  Construction of off street parking area (CONSERVATION

            AREA)

097      Resolved: Unanimous no objection to the construction of new wall,

            railings and gate but we are unable to comment on the off-street parking

            7.    TO CONSIDER APPEAL REFERENCE: APP/DO121/C/08/2085223 -

            LAND AT BACKWELL HILL ROAD, BACKWELL - MR R WALKER -

            RESPONSE REQUIRED BY 28TH NOVEMBER 2008

098      Resolved: Unanimous Backwell Parish Council support North Somerset

            Council's decision to refuse this application and a letter will be sent to the

            Inspectorate.

 

            8.    TO CONSIDER APPEAL REFERENCE: APP/DO121/A/08/2088380/

            WF - ERECTION OF A TWO STOREY REAR EXTENSION AND

            CONVERSION TO FORM 2 NO. DWELLINGS - 6 BACKWELL HILL

            ROAD, MR A CARTER -RESPONSE REQUIRED BY 10TH DECEMBER

            2008

099      Resolved: Backwell Parish Council unanimously objected to this application

            originally as we have great concerns that it does not comply with

            Conservation policies.  A letter will be sent to the Inspectorate in support

            of North Somerset Council's refusal.

 

            9.    CONSULTATION ON JOINT LOCAL TRANSPORT PLAN (JLTP)

            MAJOR TRANSPORT SCHEMES - (Consultation runs to end of January

            2009)

100      Noted: A letter to be sent in response to this consultation

 

            10.  CLLR T COLLINSON - UPDATE ON 1 BACKWELL COMMON

101      Cllr Collinson informed members that the Inspector's report was due

            imminently.

            Noted: To be deferred to December's Full Council meeting

 

            11.  CLLR T COLLINSON - UPDATE ON 27 MARINERS DRIVE,

            BACKWELL

102      Cllr Collinson informed members that construction had already commenced

            at this site

           

           

           

There being no further business the Chairman thanked everybody for attending and closed the meeting at 1940 hours.
