MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON THURSDAY 16TH
JULY 2009 IN BACKWELL PARISH HALL, AT 1900 HOURS

Standing Orders were suspended for this item
Mr C Hatcher addressed the meeting regarding the planning application for the expansion of
Bristol International Airport. He expressed concern regarding the lack of infrastructure and
the problem of Backwell being used as a rat run. He requested that the Council look very
carefully at the planning application, and to advise North Somerset Council that the infrastructure
should be in place before any expansion takes place.
The meeting was re-convened at this point

5. MINUTES
The minutes of the Planning Committee Meeting held on 18.6.09, copies having been
circulated were confirmed as a correct record by those present at that meeting and signed by

6. TO NOTE PLANNING APPLICATION RESOLUTION OF PARISH COUNCIL OF 2ND JULY 2009 - PLANNING APPLICATION NO. 09/P/0938/TPO - 57 DARK LANE, BACKWELL - FOUNTAIN TREEWORKS - 1 x Poplar - Fell, 3 x Poplar - Pollard to a height of 20-25 feet (6.1 7- 7.62 metres)
Resolved: By a majority decision no objection, but Backwell Parish Council would like a
replacement tree planted and properly managed. 1 abstention

7. BRISTOL INTERNATIONAL AIRPORT PLANNING APPLICATION NO. 09/P/1020/OT2 - To consider the following Planning Application in respect of infrastructure and highways.
Members discussed the above-mentioned planning application prior to it being discussed at
Full Council on Thursday 6th August 2009. Concern was expressed regarding government funding for the infrastructure which needs to be in place prior to any expansion taking place. The following resolution was passed.
049 Resolved: The Planning Committee unanimously decided to defer this planning application
to enable it to be put to Full Council on the 6th August 2009. In the meantime the Committee
decided that an interim letter be sent to North Somerset Council to express concern that BIA
Transport Assessment of Infrastructure Highways and BRT Travel Plans are entirely dependent upon multi-million Government Funding of that Infrastructure, which as of yet is unresolved by Government.
8. PROPOSED PARKING AT 2 - 4 DARK LANE, BACKWELL
Members discussed the issue of car parking at 2-4 Dark Lane, and the previous 4 car
parking spaces, which have now been reduced down to 2. Members felt that plans showing
layout and amount of parking should have been submitted with the planning application and
not determined later
050 Resolved: Unanimously that Backwell Parish Council write to North Somerset Council
expressing concern at the reduced number of car parking spaces at this location
9. TO CONSIDER THE FOLLOWING PLANNING APPLICATION:-
PLANNING APPLICATION NO. 09/P/1065/F - 94 CHURCH LANE, BACKWELL -
MR J MOORE - Erection of a single storey extension to garage
051 Resolved: By a majority decision no objection. 1 abstention
There being no further business the Chairman thanked everybody for attending and closed the meeting at 1924 hours.
