MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON THURSDAY 18TH

MARCH 2010 IN THE RED CROSS HALL, BACKWELL, AT 1900 HOURS

Mr Sleigh addressed the meeting and objected to the Planning Application No. 10/P/0265/F

Ettrick Garage on highway grounds.

4. Minutes

The minutes of the Planning Committee Meeting held on 18.2.10, copies having been

previously circulated, were confirmed as a correct record by those present at that meeting

011 and signed by the Chairman.

 

 

5. To receive and consider consultation on Draft Supplementary Planning Document Housing in Defined Villages (Policy H/7 v) (deadline 13.4.10) - Full documentation available in Parish Office

012 Resolved: Backwell Parish Council unanimously approve the report produced by Cllr R Taylor, in conjunction with the Clerk, in response to this document.

 

6. To consider the following Planning Applications:-

 

a. Planning Application No. 10/P/0265/F - Ettrick Garage,

35 West Town Road, Backwell - Mr E Poole - Change

of use of rear to vehicle parking and storage (29 spaces)

to include rearrangement of the site parking layout

(retrospective).

013 Resolved: Backwell Parish Council unanimously object as it does not comply with T/10 (highway access), also the single lane access to the rear is also an access to two private dwellings who already have problems with the present situation of parked cars. The increase to 29 car parking spaces is not acceptable on environmental grounds as it will be detrimental to the visual effect on the two private dwellings.

 

 

Since the original application of three bays at the rear, the forecourt at the front did have 'customer parking bays' with an "in and out" access. This has been removed and there are a third more cars parked for sale which means the customers park on the main road, on the access lane and in many cases half on the pavement. The grass verge owned by North Somerset Council is regularly used as an area as the forecourt.

 

Since the original application the garage also now services cars which adds to the main problem on the highway and side lane.

 

There is no tree survey provided with the application.

 

b. Planning Application No. 10/P/0322/F - Woodlea, Moor

Lane, Backwell - Caring Homes Group - Erection of a

detached single storey annexe to provide additional

associated accommodation.

014 Resolved: Unanimously no objection

 

c. Planning Application No. 10/P/0346/F - 19 Oakleigh

Close, Backwell - Mr & Mrs M Lambert - Erection of

a two storey side extension and a single storey rear

extension following the demolition of the existing

conservatory.

015 Resolved: Unanimously no objection

 

d. Planning Application No. 10/P/0367/ADV - 1 West Town,

Backwell - GP Care - Display of an internally illuminated

projecting sign

016 Resolved: Unanimously no objection

 

 

There being no further business the Chairman thanked everybody for attending and closed the meeting at 1921 hours
