MINUTES OF THE PARISH COUNCIL MEETING

HELD ON THURSDAY 7TH DECEMBER 2017

IN BACKWELL PARISH HALL, BACKWELL

The Chairman opened the meeting by welcoming everyone present and welcomed Cllr Z O’Keefe to her first Parish Council meeting.  The Chairman pointed out the location of the emergency exits and toilets

517 Members noted the Chairman’s comments regarding the proposed relocation of the zip wire in Backwell Playing Fields, and would report back to Full Council in due course
518 The Chairman informed members a new Facebook page had been set up, and it would be regularly updated with Parish Council activities

524 Members noted a meeting had been set up with Taylor Wimpey to discuss the proposed mix of properties at Moor Lane
 
11. Update on proposed development at Grove Farm
Members were informed a circular which had been produced by Backwell Parish Council, Backwell Residents Association and Backwell Resistance had been distributed to all households

14. To receive and consider email from Bristol Airport re draft Master Plan Consultation (consultation period of 10 weeks commenced on 16th November 2017)
Members were informed some Downside Road residents were at risk of Compulsory Purchase of their properties by Bristol Airport.  The Parish Council has taken legal advice and was waiting to hear back from their Solicitor.  Members noted there would be a meeting taking place on the 15th January 2018 in the Parish Hall, to which all Downside residents would be invited to

15. To appoint Councillor as Trustee for Village Magazine
529 Resolved: Unanimously to appoint Cllr H Power
   
16. To consider Backwell Youth Club Management Committee proposal for an Outreach and Woodland Activity Programme trial starting in January 2018 (please see Cllr R MacLeavy’s report appended to the 2nd November Full Council minutes) and application for funding as follows:
For 3 tranches of £1,400 to be paid as follows:
  1. January 2018 to pay for the first two terms of 2018
  2. End February 2018 only if at the end of the 1st term the results are good BYMC will report to BPC and apply for the 2nd tranche of £1,400 for the next pair of terms
  3. May/June 218 if results continue to be good then BYMC will apply for the last two terms of 2018
  Applications 2 & 3 will not be made if the programme is unsuccessful

17. To consider membership of BPC Planning Committee
531 Resolved: Unanimously Cllr G Simmonite be added onto the Planning Committee and Cllr S Ould to no longer be a member of the Planning Committee

532 Cllr M Bowerman thanked all those members who had helped at the Senior Citizen’s Tea Party, and reminded members of Carols Around The Crib taking place next Thursday 14th December at 6.30pm in Backwell Parish Hall

533 Cllr S Mitchell informed members the Council were still waiting to hear from NSC regarding road safety measures at Downside, Dark Lane and West Leigh Infant School

  The Chairman thanked the Clerk for her work relating to the recent audit.  Members noted the Auditor’s recommendations regarding reinvestment of Parish Council funds and up to date training required for carrying out inspection of the Parish Council’s play areas

Planning application no. 17/P/2653/RM Land at 2 Fernside, Backwell – Submission of Reserved Matters of access, appearance, landscaping, layout and scale for the erection of a detached single storey dwelling pursuant to Outline Planning Permission 16/P/2918/O (Outline application with all matters reserved for the erection of a detached single storey dwelling) – Porthurst Ltd, c/o Agent
546 Resolved: Unanimously Backwell Parish Council support the concerns raised by their residents.  BPC therefore requests before the Planning Officer makes their final decision they visit the location and talk to the neighbouring properties about their concerns
