MINUTES OF THE ANNUAL PARISH MEETING OF ELECTORS
HELD ON THURSDAY 27TH APRIL 2017 AT 1930 HOURS
IN BACKWELL PARISH HALL, BACKWELL

PRESENT:  Parish Cllrs R Taylor (Chairman), M Bowerman, S Edwards, M Gibbons-Price,

J Llewellyn, R MacLeavy, S Mitchell, S Ould, H Power, J Sear, D Seddon and G Simmonite plus approximately 22 members of the public. Mrs J Stone (Clerk to the Council).

The Chairman welcomed the electors to the 122nd Annual Parish Meeting of Electors of Backwell Parish and confirmed that Notice convening the meeting had been displayed in the Parish for more than 7 days as required by legislation.

2)         MINUTES

002      The Minutes of the Annual Parishioners Meeting held on Thursday 28th April 2016

were unanimously confirmed as a correct record by those present at that meeting.

3)         PUBLIC COMMENTS

003      None

4)         BACKWELL PLAYING FIELDS CHARITY

004      Ms K Freeman, Administrator of Backwell Playing Fields Charity and Mr Michael Pratt, Chair, read out a report (see Appendix 1).  The Chairman thanked Ms Freeman and Mr Pratt for their reports.

5)         BACKWELL ALLOTMENTS ASSOCIATION

005      Mr G Wells, Chairman of the Allotment Advisory Group, read out a report (see Appendix 2).   The Chairman thanked Mr Wells for his report.

6)         BACKWELL RESIDENTS’ ASSOCIATION

006      Mr K Riches, Chairman, Backwell Residents Association, read out a report (see Appendix 3).   The Chairman thanked Mr Riches for his report. 

7)         BACKWELL CHARITIES – THE BACKWELL FOUNDATION AND THE    BACKWELL EDUCATIONAL FOUNDATION

007      Mr D Pike, Chairman, read out a report and presented the accounts for the year ended 31st        December 2016 (see Appendix 4).  The Chairman thanked Mr Pike for his report.

8)         BACKWELL PARISH HALL

008        a)         To appoint 4 Trustees

It was unanimously resolved to elect Bill Charnock, Trevor Jones, Terry Merrett-Smith and Patricia Walker as Trustees for a period of one year.

009      b)         Report from the Parish Hall Management Committee

Mrs S Ould, Chairman of the Parish Hall Management Committee, read out a report

(see Appendix 5).  The Chairman thanked Mrs S Ould for her report.

010      c)         Parish Hall Accounts

The Parish Hall accounts are appended to the Minutes (see Appendix 6).

9)         BACKWELL YOUTH CLUB, BACKWELL RECREATION GROUND

011      Mrs V Wells, Backwell Youth Club Management Committee, read out a report (see Appendix 7). The Chairman thanked Mrs Wells for her report. 

10)       BACKWELL PARISH COUNCIL – CHAIRMAN’S REPORT

012      Cllr R Taylor gave his report as Chairman of the Parish Council (see Appendix 8).

11)       BACKWELL PARISH COUNCIL – The Chairman advised the Financial Report for the year

013      ending 31st March 2017 was available for inspection at the meeting or copies available from the Parish Office (see Appendix 9).

014      The meeting closed at 2011 hours.

Following the formal business of the meeting the Chairman presented cheques to local organisations who were awarded grants by Backwell Parish Council for the 2016/2017 financial year.
