MINUTES OF THE PARISH COUNCIL MEETING
HELD ON THURSDAY 1ST FEBRUARY 2018
IN BACKWELL PARISH HALL, BACKWELL

The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets

11. Update on Bristol Airport Master Plan
051 The Chairman informed members over 1,400 responses had been submitted to the
consultation, and the Parish Council would be involved in ongoing discussions
12. Update on JSP and Local Plan and approval in principle to engage
professional help to represent Backwell Parish Council, BRA and BR
in relation to the JSP at Examination level. Costs to be divided between
all 3 parties and will be presented for consideration to Full Council prior to engagement
The Chairman updated members on the JSP and Local Plan. Several hundred responses had been submitted. The Parish Council were working together with
Backwell Residents Association and Backwell Resistance, and would be seeking
expert representation on the soundness of the document. The Chairman reminded
members there was £9,000 in the budget for planning matters, together with a further £5,000 in the Planning Contingency Fund. BRA has already pledged £5,000
052 Resolved: Unanimously Backwell Parish Council approve, in principle, to
engage professional help to represent BPC, BRA and BR in relation to the
JSP at Examination level. Costs to be divided between all 3 parties, and will
be presented for consideration to Full Council prior to engagement
13. Update on proposed development at Grove Farm

15. Senior Citizens Tea Party
To consider holding a Tea Party in November 2018 (date to be confirmed) and approve expenditure of £1,200
055 Resolved: By a majority to authorise expenditure. £1,000 is in the 2018/19 budget, £200 to be vired from the General Contingency Fund. 1 abstention
16. To receive and consider Memorandum of Understanding between Backwell
Playing Fields Charity Corporate Trustee Ltd, Backwell Parish Council and Backwell Youth Club
The Chairman invited Mr M Pratt to speak. Mr Pratt outlined to members the
background to the Youth Club

The Chairman updated members regarding the Station Road proposals,
and also the problems with the single entrance to Backwell School at Meadow Close

b. Planning application no. 17/P/5654/FUH 51 West Town Road, Backwell –
Proposed alterations, rear extension and roof reconfiguration
066 Resolved: Unanimously Backwell Parish Council has no objection to
this application
c. Planning application no. 17/P/5487/LDE Land between Tall Pines Golf
Course and Whispering Pines, Cooks Bridle Path, Backwell – Lawful
Development Certificate for the existing use of land as a builders yard including 2 no. static caravans, 2 no. storage containers and 1 no. lean to shed

d. Planning application no. 17/P/5320/FUH 80 Farleigh Road, Backwell – Raise the existing roof to allow for gym space above the garage
068 Resolved: By a majority vote Backwell Parish Council has concerns that the raising of the roof to create a second storey would be overbearing and set a precedent. BPC request the Planning Officer to look at the planning history of this application. 1 abstention
