303 Mr K Riches spoke on behalf of BRA in opposition to planning applications
20(h) application for erection of 2 houses on land adjacent to 86 West Town
Road and 20(j) Ashton and Backwell Football Club, application to remove
Condition 1, relating to use of the floodlights
304 Ms J Churchill spoke of the problems being experienced since the removal of
the footbridge on the A38, and the installation of the traffic lights at the Downside
Road/A38 junction. Ms Churchill also spoke regarding the problems caused by
inconsiderate parking on Hyatts Wood Road

experienced at Downside

328 Resolved: Unanimously Backwell Parish Council supports NSC
in their objection to the car parking in Green Belt, which is
contrary to policy RD/3 of the North Somerset Replacement
Local Plan and the core planning principles of the National
Planning Policy Framework

(Outline application with details of some elements included & other

h. Planning application no. 15/P/1419/F Land adjacent to 86 West Town
Road, Backwell – Erection of 2 detached dwellings with associated
garages and external works following configuration of car park serving
convenience store. Demolition of existing front boundary wall and
rebuilding of 0.6 – 1.8m high new wall – Novellus (Backwell) LLP, c/o
agent
334 Resolved: Unanimously Backwell Parish Council has a problem with
this application, as it indicates “configuration of car park to
convenience store”. This has never been a convenience store.
In accordance with their adopted Neighbourhood Plan for smaller
dwellings, this property is not suitable or situated in the designated
retail area, and therefore they strongly object. With regards to the
two detached properties, they have concerns that there is inadequate
sightlines for the designated entrance and exit to the two properties, as it is situated on a dangerous bend on the A370. It is also in a conservation area, and they believe it has environmental issues
i. Planning application no. 15/P/1420/LB 92 West Town Road, Backwell –
Replacement of windows and door to front/south elevation with double
glazed wooden casements and replacement oak door with double
glazing – Mr A Billingham

j. Planning application no. 15/P/1426/F Ashton & Backwell United
Football Club, Lancer Scott Stadium, West Town Road, Backwell –
Application to remove condition 1 attached to planning approval
13/P/0894/F (variation of conditions 2, 3 (as amended by permission
96/0123) 4 and 6 of permission 0223/90 (Erection of 4no. 16M high
columns with 5no. lights or luminaires on each column) to permit use
by Ashton & Backwell AFC; allow use floodlights located in the south
west of the ground 45 minutes before kick-off and to allow use for a
maximum of 20 matches played between Sunday and Friday during
the playing season, and to require the lighting of the floodlight columns
to be lowered between 30 April and 31 July) so that conditions 2 to
6 of the permission remain in place after 30 October 2014 and thereafter
and the requirement to operate in accordance with conditions on previous
consents is removed – Ashton & Backwell Utd FC
336 Resolved: Unanimously Backwell Parish Council objects again, and
request that the Planning Officer make themselves aware of the
history of this application over the past two decades. These four
monstrosities called floodlights blight the vista of their residents,
especially those who adjoin the boundary to the football club, some
of them being bungalows. They feel they must be lowered in accordance with the original application, especially as they have to
be lowered for health and safety reasons to be maintained and
serviced. 12 months ago some conditions were changed for a trial
period, and they feel that it now should revert to the original conditions. Unfortunately the Football Club has not managed to control the noise levels, including shouting, cheering and sometimes foul language that is often associated with football, and in the summer when windows are open and families use their gardens regularly, this is not acceptable. BPC also quote NSC’s Replacement Plan GDP/3 and NSC’s Core Strategy policies CS12 and CS3
