MINUTES OF THE PARISH COUNCIL MEETING
HELD ON THURSDAY 4TH AUGUST 2016
IN BACKWELL PARISH HALL, BACKWELL
Present: Cllrs R Taylor (Chairman), M Bowerman, C Cole, R Day, S Edwards, J Llewellyn, R MacLeavy, S Mitchell, S Ould, H Power, J Sear and D Seddon
In attendance: Mrs J Stone, Clerk of the Council.
Members of the public: 2 members of public present. District Cllr Karen Barclay, NSC PLO Natalie Sims and Vicky Angear, North Somerset Times
The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets

2. To consider co-option of one new member onto Backwell Parish Council and, if co-opted, to receive their Declaration of Acceptance of Office
319 No applications had been received by the deadline, therefore the Clerk had re- advertised with a deadline of 24th August 2016

323 The Minutes of the Full Council meeting held on the 7th July 2016 were unanimously confirmed as a correct record by those present at that meeting

325 The Chairman informed members application forms for Tarmac’s Community
Fund were now available on the Parish Council website
326 Members noted the Chairman’s comments on recent roadworks in the Church
Lane area, and forthcoming roadworks on the A370
327 Members noted the Chairman’s comments regarding overgrown shrubs at
Farleigh Green, which had now been trimmed

10. Update on Farleigh Fields
Members were informed an Appeal had now been lodged by Charles Church,
but no formal date had yet been set for a hearing
332 Resolved: Unanimously Backwell Parish Council seek advice from a
planning organisation, and also seek further advice from DCLG in respect
of defending the Neighbourhood Plan
11. Update on Moor Lane
333 The Chairman informed members he would be contacting Mr Fenton at Taylor
Wimpey with a view to discussing the mix of houses at Moor Lane
12. To consider Coles Quarry
334 Members were informed NSC were waiting for further information from the
applicant
13. To consider traffic calming measures in Dark Lane
Members noted Cllr S Mitchell’s comments regarding proposals for traffic
calming
335 Resolved: Unanimously Backwell Parish Council to ask NSC to carry out
speed readings in Dark Lane as soon as possible
14. To consider installation of safety railings at top of Dark Lane
336 The Chairman informed members he was waiting to hear back from NSC with
proposed costs
15. To receive and consider email and attachments from NSC dated 8.7.16
re proposed Downside Road Speed Limit & Calming scheme. Scheme
cost is £23,718.32 – funding application to be made to Bristol Airport
Community Fund by Backwell Parish Council and Wrington Parish Council
337 Members noted Cllr S Mitchell’s comments with regard to the need to discuss
the scheme with Wrington Parish Council before reaching any decision on
the proposals
16. To consider installation of sign at allotment site
338 Resolved: Unanimously a sign be erected at the allotment site with the following wording –
Private Property Backwell Parish Council Parking in this field is reserved strictly for plotholders whilst working on their allotments

Members discussed a proposal to consider not holding Planning Committee meetings if all applications were permitted development. The Chairman suggested a Policy be drawn up, to be authorised by Full Council

North Somerset Core Strategy – Consultation on proposed modifications
to remitted policies CS6, CS14, CS19, CS28, CS30, CS31, CS32 and
CS33 – deadline for comments Monday 5th September 2016
