MINUTES OF THE PARISH COUNCIL MEETING

HELD ON THURSDAY 4TH FEBRUARY 2016

IN BACKWELL PARISH HALL, BACKWELL

Present: Cllrs M Gibbons-Price (Chairman), R Barclay, M Bowerman, R Day,

S Edwards, J Llewellyn, R MacLeavy, S Mitchell, S Ould, H Power and G Simmonite

In attendance: Mrs J Stone, Clerk of the CouncilDistrict Cllr K Barclay

Members of the public: 5 members of public present.

Cllr M Gibbons-Price opened the meeting by welcoming everyone present and

pointed out the location of the emergency exits and toilets

In the absence of the Chairman, the Vice-Chairman Cllr M Gibbons-Price was

proposed and seconded to be the Chairman for the meeting

b. Planning application no. 16/P/0114/F Holly Cottage, Downside Road,

Backwell – Erection of a two storey front and single storey side

extension to provide additional living accommodation – Mr J Zamick

056 Resolved: Unanimously the proposed extension is overdevelopment

in a Green Belt area, therefore Backwell Parish Council objects

and hope North Somerset Council will uphold their previous

decision to refuse. The Parish Council is also concerned the

work appears to have started

14. Queen’s 90th Birthday Party

To consider ideas for Queen’s 90th Birthday Party and approve expenditure of £1,000

Discussion took place regarding this matter. Members noted a tea party

was no longer being planned, but an inscription on the Jubilee Stone and

a tree being planted were under consideration

(to be vired from General Contingency Fund)

15. Senior Citizens Tea Party

To consider holding a Tea Party in November 2016 and approve expenditure of

£1,000

16. To consider purchase of new Christmas lights and approve expenditure of

£3,000

17. To receive and consider proposed traffic calming scheme in Dark Lane in relation to planning approval at Coles Quarry

Discussion took place regarding the proposals. The Parish Council were of the

opinion lowering the speed limit to 20mph and the installation of signage would

be sufficient, rather than what was currently being proposed by NSC

Investment Bond once released)

Backwell – Application to vary conditions 2 and 13 and removal of

condition 12 attached to planning permission 13/P/2046/F (Erection

of 2 no. detached 2-storey dwellings with garages removal of hedge

(part) to provide vehicular access) to allow for amendment to design

detail, remove condition for sustainable Homes requirement and to

allow the two dwellings to be built and occupied independently of one

another – Johnstone Land

d. Planning application no. 16/P/0141/F 2 Waverley Road, Backwell –

Erection of a two storey dwelling with associated car parking and

landscaping. Creation of new vehicular access onto Waverley Road –

Mr A Mikkleson

080 Resolved: Unanimously Backwell Parish Council refused this

application in August 2015, at which time the Council made the

following comments:

1. The area available to build this property on the corner is not

large enough, as NSC own part of it

2. There is insufficient area to park two cars in front of the property, and they would block the sight line from cars exiting Waverley Road

3. It is totally out of character with the whole estate and its open plan policy

4. It would set a precedent on the development.

The Council wishes to reiterate these comments, and refuse

e. Planning application no. 16/P/0145/F Manor farm, West Town Road,

Backwell – Demolition of side conservatory, rear lean to extensions and

miscellaneous walls. Erection of 2 storey side extension and single

storey extensions and balcony to master bedroom at rear – Mr Ken Edis

f. Planning application no. 16/P/0183/TPO 53 Dark Lane, Backwell –

T1- Beech – Crown thin up to 15%; T3 – Robinia – Reduce large low

ponderous limb by 2-3m and thin remainder of crown by 20% –

g. Planning application no. 16/P/0203/F 94 The Old Smithy, West Town

Road, Backwell – Retrospective application for change of ridge height

and changes to doors and windows to the approval 14/P/0849F (Erection

of a three storey detached dwelling following demolition of old

smithy) – Oakwood Developments

h. Planning application no. 16/P/0213/F Gramarose, Long Lane, Backwell –

Change of use to a circus yard and associated works comprising 5 plots

including 8 mobile homes, 5 touring caravans, 8 storage containers, 1

utility container, septic tank and hardstanding (Retrospective) –

Arcadia Spectacular Ltd., c/o Agent

084 Resolved: Unanimously this application came before the Parish Council in October 2015, and was refused by the Parish Council as

it did not comply with NSC’s Green Belt policy. It was withdrawn

in December 2015, but as this is a retrospective application the

applicant decided to go ahead anyway. The Parish Council

objects to this application, as it did previously
