HELD ON THURSDAY 4TH JUNE 2015

The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets

270 The Minutes of the Annual Council meeting held on the 21st May 2015 were unanimously confirmed as a correct record by those present at that meeting

272 The Chairman spoke of a letter received from Mr P Lamb regarding a tree
and commemorative plaque in Backwell Playing Fields
273 The Chairman informed members the Garden Lady was in the process of
planting up the planters in the village. To be discussed further at the
2nd July Full Council meeting, with a view to setting up a Working Party

278 Members discussed outstanding projects. The Enhancement Working
Party to look into updating the Honours Board in the Parish Hall. Further
consideration of a digital noticeboard, parking at St Andrew’s Church and
proposals for the New Inn were also discussed
10. To consider setting up a Highways Working Party, agree Terms of
Reference and nominate Chairman
The Chairman’s comments regarding the setting up of a Highways Working
Party meeting to look into matters such as drainage, yellow lines, drop kerbs,
signs at Backwell Common and road calming at Downside were noted by
members
279 Resolved:Unanimously to set up a Highways Working Party. Cllrs S
Mitchell, C Cole and J Sear to be members. Cllr S Mitchell to be Chairman.
The Working Party to look into the matters discussed, and report back to
Full Council in due course
11. To receive and consider letter from Brockley Parish Council dated 20.5.15 re request for removal of plants at Millennium Stone
Members discussed the letter received from Brockley Parish Council

Backwell Parish Council
12. Update on emptying of dog bins at Moor Lane
281 The Chairman informed members the 4 dog bins at Moor Lane had now been added to the bin emptying contract
13. To consider traffic problems at West Leigh Infants School
Members discussed the problems being experienced at this location

Turner to discuss further
14. To consider purchase of 50 diaries (same as last year) at a price of £3.31
per diary plus VAT and shipping, total expenditure £224.90

c. Planning application no. 15/P/1023/F 56 Church Lane, Backwell –
Proposed first floor extension over existing single storey structure to
rear of property – Mr & Mrs Shields

d. Planning application no. 15/P/1056/MMA Summervale, Moor Lane,
Backwell – Minor material amendment to planning permission 13/P/1512/F (proposed annex accommodation ancillary to existing
dwelling and a 40cm increase in height of the existing garage roof) to
allow the installation of 4no. rooflights to both the front and rear elevation, re-profiling of the garage and annex roof, alterations to the
bay windows and new landscaping scheme (retrospective) – Mr D

290 Resolved: Unanimously Backwell Parish Council has always had
concerns as to the amount of development on this site over the
years, and they are unaware of what has permission and what doesn’t.
At present there are 2 very large properties surrounded by a very
high fence and electric gates. Originally there was a 2 bedroomed
bungalow there, and a small building believed to be a pigsty. The
Parish Council therefore asks the Enforcement Officer to be aware of its history before they check out the development, assuming they can gain entry
e. Planning application no. 15/P/1059/F 94 West Town Road, Backwell –
Removal of Condition 5 of planning permission 14/P/0849/F (Erection
of a three storey detached dwelling following demolition of old smithy)
to allow samples to be submitted to the surface materials to be used in
the formation of the new parking area – Oakwoods Developments Ltd
291 Resolved: Unanimously Backwell Parish Council objects, and are of the opinion it is a Listed Building, and should not of been demolished. Backwell Parish Council are of the opinion it should be reinstated prior to any planning application being considered
f. Planning application no. 15/P/1101/LB 59 Church Lane, Backwell –
Listed Building consent for external works to include installation of
gate to well opening, reduce ground levels around building and lay french
drain and gravel, install gas and mains water supply and internal works to
include removal of partition wall and floor tiles, lay oak boards, repoint
walls with lime mortar, stabilise walls and repair roof beams, install
secondary glazing, heating system with boiler, kitchen, utility and
bathroom units – Mr & Mrs J Pickering

g. Planning application no. 15/P/1128/F Former BT Radio Research
Laboratory, Long Lane, Backwell Hill, Backwell – Erection of 4 detached
dwellings with associated landscaping following demolition of the
former BT Radio Research Laboratory buildings and associated hard
standing – The Trustees of the Estate of KM Cockrell, c/o Origin 3

h. Planning application no. 15/P/1134/F Old Farm, Downside Road,
Backwell – Retrospective application for a change of use from residential
dwelling (C3) to mixed use including residential dwelling & bed &
breakfast accommodation (C3 & C1) – Mr C Chalmers
294 Resolved: Unanimously Backwell Parish Council strongly object
as this is Green Belt, and would therefore not of been approved had planning been requested. Backwell Parish Council also has concerns about traffic on Downside Road, and this would only exacerbate it

Removal of condition no. 7 of planning permission 14/P/2668/F
(Erection of a dwelling) as compliance with code 3 no longer required –
