MINUTES OF THE PARISH COUNCIL MEETING

HELD ON THURSDAY 6TH AUGUST 2015

IN BACKWELL PARISH HALL, BACKWELL

Present: Cllrs R Taylor (Chairman), R Barclay, M Bowerman, C Cole, R Day, S Edwards, M Gibbons-Price, J Llewellyn, R MacLeavy, S Mitchell, S Ould, H Power, J Sear and D Seddon

The Chairman opened the meeting by welcoming everyone present and pointed out the location of the emergency exits and toilets

2. To consider co-option of one new member onto Backwell Parish Council and, if co-opted, to receive their Declaration of Acceptance of Office

4. Minutes (Circulated)

344 The Minutes of the Full Council meeting held on the 2nd July 2015 were unanimously confirmed as a correct record by those present at that meeting

5. Public Participation

345 Mr G Wells, BRA, spoke regarding NSC’s consultation on the Development

Contributions Supplementary Planning Document, and requested BRA

should always be included in the consultation process. Mr Well’s comments

regarding the Farleigh Fields planning application, and the problems being

experienced with NSC’s planning website were noted by members

6. To receive such communications as the person presiding may wish to lay before the Council

346 The Chairman informed members of the damage to the surround of the

Millennium stone located in Hyatts Wood Road, which has been caused

by vehicles accessing an illegal car park. It was suggested the stone be

repaired once the illegal car park has ceased operation

347 The Chairman requested Working Parties/Councillors submit written reports to

be included with the meeting papers, instead of verbal updates

10. To consider Best Kept Garden Competition

The Chairman’s comments were noted regarding the lack of interest in

holding a Best Kept Garden competition

11. To consider gardening contract for 2016/17

353 The Enhancement Working Party to look into the gardening contract for

2016/17, and report back to Full Council in due course

12. To consider Connecting Devon and Somerset Broadband

354 Cllr S Mitchell’s comments were noted regarding the Flax Bourton exchange, which is not on the list to be upgraded at present

13. To receive and consider letter dated 17.7.15 from Brockley Parish Council

regarding request for removal of shrubbery at Millennium Stone

Members discussed the letter received from Brockley Parish Council. Members

were of the opinion the shrubs should remain

14. To consider ideas for Queen’s 90th birthday April 2016

The Chairman asked members to submit ideas for the Queen’s 90th birthday

Path Diversion Order Public Bridleway LA2/10, south of the current

Stancombe Quarry, between Backwell Hill Road and Bourton Combe,

Backwell (deadline extended to 7.8.15)

365 The Chairman thanked the Clerk for her work in connection with

the External Audit

d. To consider expiration of HSBC High Interest Deposit Bond of

£31,078 expiring on 14th August 2015

Members noted the Chairman’s comments regarding the very low

interest rates currently being offered on investment bonds

20. Planning

a. To consider Taylor Wimpey proposals at Moor Lane, Backwell

367 The Chairman updated members on Taylor Wimpey’s proposals.

A meeting to be set up with Taylor Wimpey and the Moor Lane

Working Party to discuss the planning application

b. To consider proposals for the Rising Sun, Backwell

Members discussed the proposals put forward by the developer.

368 Noted: To be discussed further at the 20th August Planning Committee meeting

c. Update on Farleigh Fields

Members were informed of an amended application which had just

been submitted, reducing the proposed properties from 340 to 220.

369 Noted: The Clerk to email NSC and ask for an extension to the time limit,

to enable the Parish Council to discuss at the 3rd September Full

Council meeting

370 Resolved: Unanimously the Chairman to obtain quotes for

legal advice regarding BPC’s Neighbourhood Plan

371 Resolved: Unanimously to email Mr D Tate, NSC, setting out the

Parish Council’s position in relation to the Farleigh Fields

planning application and the Neighbourhood Plan

d. To receive and consider email from NSC dated 14.7.15 regarding

consultation on Development Contributions Supplementary Planning

Document. Consultation closes on 4th September 2015

opinion there is insufficient information on this application, and

therefore has no comment to make

h. Planning application no. 15/P/1665/F 30 Church Lane, Backwell –

Erection of a two storey side extension to north elevation – Dr S Falk

376 Resolved: Unanimously by a majority vote Backwell Parish Council objects, and are surprised that as the previous application was

refused by NSC, the applicant did not seek advice prior to applying

again. This application does not conform to policies GDP/3 and

H/3. 1 abstention

i Planning application no. 15/P/1678/HHPA 5 Mulberry Close, Backwell –

Prior approval request for the erection of a single storey rear extension

that would 1) extend beyond the rear wall of the original house by 4.0

metres; 2) have a maximum height of 3.0 metres from ground level and

3) have eaves that are 2.6 metres high- Mr J Finney

j. Planning application no. 15/P/1696/WT 8 The Old School House,

property shares a drive with 3 other properties, and the extension

on the front would encroach on the other properties access
