MINUTES OF THE ANNUAL PARISH MEETING OF ELECTORS

HELD ON FRIDAY 25TH APRIL 2008 AT 1930 HOURS IN THE WI HALL, BACKWELL

PRESENT:  Parish Councillors C Pope (Chairman), G Boylan, B Bucknell, T Collinson, R Day,

R Drew, M Gibbons-Price, B Huggins, J Llewellyn, R Mason, S Miller, S Pope, D Sparks and R Taylor plus 33 members of the public and Mrs J Stone (Clerk to the Council).

The Chairman welcomed the electors to the 113th Annual Parish Meeting of Electors of Backwell Parish and confirmed that Notice convening the meeting had been displayed in the Parish for more than 7 days as required by legislation.

002      The Minutes of the Annual Parishioners Meeting held on Friday 27th April 2007 were unanimously confirmed as a correct record by those present at that meeting

3)         BACKWELL PARISH COUNCIL – CHAIRMAN’S REPORT
003      Cllr C Pope gave his report as Chairman of the Parish Council (see Appendix 1)

4)         PRESENTATION BY MS GEORGIE BIGG, CHAIRMAN OF CPRE, NORTH
SOMERSET
004 Ms Georgie Bigg gave a presentation on the threats faced from the proposed 26,750 new houses to be built in North Somerset by 2020, and answered questions from members of the public (see Appendix 2).  The Chairman thanked her for her presentation.

5) BACKWELL PARISH COUNCIL –  The Chairman read out the Financial Report  for the year 005 ending 31 March 2008 (see Appendix 3).

7)         BACKWELL ALLOTMENTS ASSOCIATION
007      Mr G Wells, Chairman of the Allotment Advisory Group, read out a report (see Appendix 4). The Chairman thanked Mr Wells for his report

8)         BACKWELL CHARITIES – The Backwell Foundation

008      Mr D Pike, Trustee and Secretary, read out a report and presented the accounts for the year ended 31st December 2007 (see Appendix 5).  The Chairman thanked Mr Pike for his report

9)         NEIGHBOURHOOD WATCH SCHEME
009      Cllr C Pope read out a report on behalf of Backwell Neighbourhood Watch (see Appendix 6)

10)       BACKWELL PLAYING FIELDS CHARITY
010      Mr M Pratt, Chair of the Trustees of the Backwell Playing Fields Charity, read out a report (see Appendix 7).  The Chairman thanked Mr Pratt for his report

11)       BACKWELL YOUTH CLUB, BACKWELL RECREATION GROUND
011      Mrs B Cook, Secretary of the Backwell Youth Club Management Committee, gave a report from the Youth Club Management Committee (see Appendix 8).  The Chairman thanked Mrs Cook for her report

12)       BACKWELL PARISH HALL
012      Report of the Parish Hall Chairman
            Mr B Huggins, Chairman of the Parish Hall Management Committee, gave a report on the work carried out by the Parish Hall Management Committee over the past year (see Appendix 9).

Parish Hall Accounts

013      Mr Huggins presented the Parish Hall Accounts for the year ended 31st December 2007 (see Appendix 10).  The Chairman thanked Mr Huggins for his reports

13)       BACKWELL COMMUNITY SAFETY LOCAL ACTION TEAM

014      Mr R Theis, Vice-Chairman and Treasurer of the Backwell Community Safety Local Action team, gave a report on behalf of the Backwell Community Safety Local Action Team (see

Appendix 11).  The Chairman thanked Mr Theis for his report.

14)       BACKWELL RESIDENTS’ ASSOCIATION
015      Mr B Stewart, Secretary to Backwell Residents Association, gave a report on behalf of the Backwell Residents Association (see Appendix 12).  The Chairman thanked Mr Stewart for his report.

15) BACKWELL ENVIRONMENT TRUST (B.E.T)

016      Mr I Chambers gave a report on the activities of B.E.T. (see Appendix 13).  The Chairman thanked Mr Chambers for his report.

The meeting closed at 2115 hours.

017      Following the formal business of the meeting the Chairman presented cheques to local organisations who were awarded grants by Backwell Parish Council for the 2008/2009 financial year.
