MINUTES OF THE ANNUAL PARISH MEETING OF ELECTORS

HELD ON THURSDAY 28TH APRIL 2011 AT 1930 HOURS

IN BACKWELL PARISH HALL, BACKWELL

PRESENT: Parish Councillors R Taylor (Chairman), M Bowerman, B Bucknell, R Day, M Gibbons-Price, B Huggins, J Llewellyn, R Mason, K Merryweather, S Ould, C Perry, plus approximately 38 members of the public and Mrs J Stone (Clerk to the Council).

The Chairman welcomed the electors to the 116th Annual Parish Meeting of Electors of Backwell Parish and confirmed that Notice convening the meeting had been displayed in the Parish for more than 7 days as required by legislation.

2) MINUTES

002 The Minutes of the Annual Parishioners Meeting held on Thursday 22nd April 2010 were unanimously confirmed as a correct record by those present at that meeting.

3) BACKWELL PARISH COUNCIL – CHAIRMAN’S REPORT

003 Cllr R Taylor (on behalf of the Chairman Cllr C Pope) read out the Chairman of the Parish Council’s report (see Appendix 1).

4) PRESENTATION BY ALISON MORGAN, SECRETARY, BACKWELL ACCESS GROUP

004 Alison Morgan, Secretary of the Backwell Access Group, showed a short film highlighting the Groups achievements, and also gave an update on the proposed path at Backwell Lake (see Appendix 2). The Chairman thanked her for her presentation.

5) BACKWELL PARISH COUNCIL – The Chairman read out the Financial Report for the year 005 ending 31 March 2011 (see Appendix 3).

6) PUBLIC COMMENTS

006 None.

7) BACKWELL ALLOTMENTS ASSOCIATION

007 Mr G Wells, Chairman of the Advisory Group, read out a report (see Appendix 4). The Chairman thanked Mr Wells for his report.

8) BACKWELL CHARITIES – THE BACKWELL FOUNDATION AND THE BACKWELL EDUCATIONAL FOUNDATION

008 Mr D Pike, Trustee and Secretary, read out a report and presented the accounts for the year

ended 31st December 2010 (see Appendix 5). The Chairman thanked Mr Pike for his report.

9) BACKWELL PLAYING FIELDS CHARITY

009 Mr M Pratt, Chair of the Trustees of the Backwell Playing Fields Charity, read out a report (see Appendix 6). The Chairman thanked Mr Pratt for his report.

10) BACKWELL YOUTH CLUB, BACKWELL RECREATION GROUND

010 The Chairman of Backwell Youth Club, Mr G Smith, was unable to attend. The Chairman read out a report prepared by Mr Smith (see Appendix 7).

11) BACKWELL PARISH HALL

011 Report of the Parish Hall Chairman

Mr B Huggins, Chairman of the Parish Hall Management Committee, read out a report. He asked for parishioners to vote for acceptance of Janet Briggs, Sue Rawlings, Terry Merrett-

Smith and himself to serve on the Backwell Parish Hall Management Committee. All parishioners were in favour. Mr Huggins informed the meeting that the accounts had yet to be approved by the Trustees of the Parish Hall (see Appendix 8).

012 Parish Hall Accounts

Mr Huggins presented the unapproved Parish Hall accounts for the year ended 31st December 2010 (see Appendix 9). The Chairman thanked Mr Huggins for his reports.

12) BACKWELL RESIDENTS’ ASSOCIATION

013 Mr B Stewart, Secretary to Backwell Residents Association, gave a report on behalf of the

Backwell Residents Association (see Appendix 10). The Chairman thanked Mr Stewart for his report.

13) BACKWELL ENVIRONMENT TRUST (BET)

014 Mr Bill Charnock, Chairman of Backwell Environment Trust, read out a report (see Appendix 11). The Chairman thanked Mr Charnock for his report.

015 The meeting closed at 2048 hours.

Following the formal business of the meeting the Chairman presented cheques to local organisations who were awarded grants by Backwell Parish Council for the 2011/2012 financial year.
