MINUTES OF THE ANNUAL PARISH MEETING OF ELECTORS
HELD ON THURSDAY 26TH APRIL 2012 AT 1930 HOURS
IN BACKWELL PARISH HALL, BACKWELL
PRESENT: Parish Councillors R Taylor (Chairman), M Bowerman, R Day, M Gibbons-Price, J Llewellyn, R Mason, S Mitchell, S Ould, C Perry, G Wills plus approximately 50 members of the public and Mrs J Stone (Clerk to the Council).
The Chairman welcomed the electors to the 117th Annual Parish Meeting of Electors of Backwell Parish and confirmed that Notice convening the meeting had been displayed in the Parish for more than 7 days as required by legislation.

2) MINUTES
002 The Minutes of the Annual Parishioners Meeting held on Thursday 28th April 2011 were unanimously confirmed as a correct record by those present at that meeting.
3) BACKWELL PARISH COUNCIL – CHAIRMAN’S REPORT
003 Cllr R Taylor gave his report as Chairman of the Parish Council (see Appendix 1).
4) PRESENTATION BY FRED MALTON RE PROPOSED COLES QUARRY DEVELOPMENT
004 Mr Fred Malton, assisted by Mr Roger Ellams, gave a presentation on the proposed works at Coles Quarry (see Appendix 2). The Chairman thanked them for their presentation.
5) BACKWELL PARISH COUNCIL – The Chairman read out the Financial Report for the year 005 ending 31 March 2012 (see Appendix 3).
6) PUBLIC COMMENTS
006 None.
7) BACKWELL PLAYING FIELDS CHARITY
007 Mr M Pratt, Chair of the Trustees of Backwell Playing Fields Charity, read out a report (see Appendix 4). The Chairman thanked Mr Pratt for his report.
8) BACKWELL YOUTH CLUB, BACKWELL RECREATION GROUND
008 Mr M Pratt, Vice Chair and Treasurer of Backwell Youth Club Management Committee, read out a report (see Appendix 5). The Chairman thanked Mr Pratt for his report.
9) BACKWELL ALLOTMENTS ASSOCIATION
009 Mr R Anderton, on behalf of the Allotment Advisory Group, read out a report (see Appendix 6). The Chairman thanked Mr Anderton for his report.
10) BACKWELL CHARITIES – THE BACKWELL FOUNDATION AND THE BACKWELL EDUCATIONAL FOUNDATION
010 Mr D Pike, Trustee and Secretary, read out a report and presented the accounts for the year
ended 31st December 2011 (see Appendix 7). The Chairman thanked Mr Pike for his report.
11) BACKWELL PARISH HALL
011 a) Report from the Parish Hall Management Committee
Cllr R Taylor, read out a report on behalf of the Parish Hall Management Committee (see Appendix 8).
012 b) Parish Hall Accounts
Cllr R Taylor announced the Parish Hall accounts were available for inspection. The accounts were awaiting approval by the Trustees prior to being audited (see Appendix 9).
013 c) Election of Parish Hall Trustees and amendment of constitution
Mr B Charnock reported on the amendment required for the constitution, and the following
resolution was unanimously accepted by 40 Backwell parishioners.
014 Resolved: this AGM of Backwell Parishioners (April 26th, 2012) resolves that, in relation to the Parish Hall Founding Trust Deed (1949), using the statutory power of amendment (Section 74D of the Charities Act (1993)), and without prejudice to those organisations which have not revoked their power to appoint a trustee, that the Parish Hall Standing Committee shall consist of the following:
a) Ex-officio trustee The Rector of Backwell, Brockley and Chelvey Ex-officio trustee Chairman of Backwell Parish Council or his/her appointee
b) Four parishioners to be elected at the Annual General Meeting of Parishioners Patricia Walker, Anne Richards, Terry Black and Terry Merrett-Smith were unanimously elected
c) One representative from each of the following community groups:
Backwell Royal British Legion
Backwell Drama Club
Backwell Toddlers Group
Backwell Parochial Church Council
Backwell Parish Council
12) BACKWELL RESIDENTS’ ASSOCIATION
015 Mr B Stewart, Secretary to Backwell Residents Association, gave a report on behalf of the Backwell Residents Association (see Appendix 10). The Chairman thanked Mr Stewart for his report.
13) BACKWELL ENVIRONMENT TRUST (BET)
016 Mr B Charnock, Chairman of Backwell Environment Trust, read out a report (see Appendix 11). The Chairman thanked Mr Charnock for his report.
14) UPDATE ON NEIGHBOURHOOD PLAN
017 Cllr C Perry, Chairman of the Neighbourhood Plan Steering Group, updated everyone present
on the progress of the Neighbourhood Plan.
018 The meeting closed at 2120 hours.
Following the formal business of the meeting the Chairman presented cheques to local organisations who were awarded grants by Backwell Parish Council for the 2012/2013 financial year.
