MINUTES OF THE ANNUAL PARISH MEETING OF ELECTORS
HELD ON THURSDAY 9TH APRIL 2015 AT 1930 HOURS
IN BACKWELL PARISH HALL, BACKWELL
PRESENT: Parish Cllrs R Taylor (Chairman), R Day, S Edwards, M Gibbons-Price, J Llewellyn, R MacLeavy, S Mitchell, S Ould, C Perry, J Sear, G Simmonite plus approximately 45 members of the public and Mrs J Stone (Clerk to the Council).
The Chairman welcomed the electors to the 120th Annual Parish Meeting of Electors of Backwell Parish and confirmed that Notice convening the meeting had been displayed in the Parish for more than 7 days as required by legislation.

2) MINUTES
002 The Minutes of the Annual Parishioners Meeting held on Thursday 24th April 2014 were unanimously confirmed as a correct record by those present at that meeting.
3) PUBLIC COMMENTS
003 None.
4) BACKWELL PARISH COUNCIL – CHAIRMAN’S REPORT
004 Cllr R Taylor gave his report as Chairman of the Parish Council (see Appendix 1). He thanked the following members of the Steering Group; District Cllr K Barclay, Cllr M Gibbons-Price, Cllr M Merryweather, Cllr S Edwards, Cllr D Seddon, Mr D Minter, Mr D Punter, Mr M Rose, the late Mr G Irons and Mr M Brayley, with help from Mr B Lee, Mr B Stewart and Mr B Charnock. He also thanked Ms C Dring and Mr M Reep from NSC, and gave a big thank you to the Chairman of the Steering Group, Cllr C Perry.
5) BACKWELL PARISH COUNCIL – The Chairman advised the Financial Report for the year 005 ending 31st March 2015 was available for inspection at the meeting (see Appendix 2). He outlined the current financial position of the Parish Council, and outlined future proposed projects.
6) BACKWELL PLAYING FIELDS CHARITY
006 Mr M Pratt, Chair of Backwell Playing Fields Corporate Trustee Ltd of Backwell Playing Fields Charity, read out a report (see Appendix 3). The Chairman thanked Mr Pratt for his report.
7) BACKWELL YOUTH CLUB, BACKWELL RECREATION GROUND
007 Mr M Pratt, Chair & Treasurer of Backwell Youth Club, read out a report (see Appendix 4). The Chairman thanked Mr Pratt for his report.
8) BACKWELL ALLOTMENTS ASSOCIATION
008 Mr G Wells, Chairman of the Allotment Advisory Group, read out a report (see Appendix 5). The Chairman thanked Mr Wells for his report.
9) BACKWELL RESIDENTS’ ASSOCIATION
009 Mr K Riches, Chairman, Backwell Residents Association, read out a report (see Appendix 6). The Chairman thanked Mr Riches for his report.
10) BACKWELL CHARITIES – THE BACKWELL FOUNDATION AND THE BACKWELL EDUCATIONAL FOUNDATION
010 Mr D Pike, Chairman, read out a report and presented the accounts for the year ended 31st December 2014 (see Appendix 7). The Chairman thanked Mr Pike for his report.
11) BACKWELL PARISH HALL
011 a) To appoint 4 Trustees
It was unanimously resolved to re-elect Patricia Walker and Terry Merrett-Smith as Trustees for a period of one year. No other applications had been received. Two vacancies remain.
012 b) Report from the Parish Hall Management Committee
Mrs S Ould, Chairman of the Parish Hall Management Committee, read out a report (see Appendix 8). The Chairman thanked Mrs S Ould for her report.
013 c) Parish Hall Accounts
The Parish Hall accounts are appended to the Minutes (see Appendix 9).
12) UPDATE ON BACKWELL FUTURE
014 Cllr C Perry, Chairman of the Neighbourhood Plan Steering Group, reported on the successful outcome of the Neighbourhood Plan, and gave thanks to 3 individuals who were instrumental in the formation and successful outcome of the plan; the late Mr T Collinson, Cllr R Taylor and District Cllr K Barclay (see Appendix 10). The Chairman thanked Cllr Perry for his report.
015 The meeting closed at 2035 hours.
Following the formal business of the meeting the Chairman presented cheques to local organisations who were awarded grants by Backwell Parish Council for the 2015/2016 financial year.
