North Somerset Council Local Plan

This week, North Somerset Council (NSC) announced their proposed additional sites for the next iteration of the draft Local Plan: 🔗 View the announcement and documents here  The Government has allocated approximately 24,000 houses to North Somerset, requiring the identification of additional housing sites. NSC has designated Backwell and Nailsea as strategic locations for growth.  The lack of an up-to-date NSC Local Plan, combined with a shortfall in the 5-Year Land Supply due to developer land banking, is attracting speculative applications from multiple companies. BSIP – Bus Service Improvement Plan for Backwell

Introduction Backwell Parish Council supports measures to improve bus service efficiency and traffic flow, provided these schemes are cost-effective and do not compromise safety. In late 2023, North Somerset Council held a consultation to present their plans for a bus lane in Backwell. This consultation was attended by many Backwell residents. The plans were scheduled to be finalised and approved in January 2024. However, Backwell Parish Council, supported by Backwell Residents Association and a strong community voice, challenged the road closure and other elements of the plan due to concerns about safety and local amenities. Backwell Parish Council would welcome your input on two key issues affecting our community. 2381 PROPOSED NEW HOMES FOR BACKWELL North Somerset Council (NSC) are currently running a consultation on possible new sites for building in and around Backwell.  They have been asked by the government to find 8500 new homes across the whole of the district. The consultation ends on 21st March. At the end of April, NSC will then issue draft proposals for which of these sites they would welcome planning applications, as part of the process that will lead to the adoption of a new Local Plan for North Somerset. Updated statement on parking from Bristol Airport

"Bristol Airport is meeting with local parish councillors, North Somerset Council and the Police to discuss issues around offsite parking/anti-social parking. This year the Airport contributed £50,000 and a further £50,000 in 2025 to North Somerset Council towards a Planning and Parking Enforcement Officer, to help mitigate the potential impacts arising from unauthorised offsite parking or anti-social parking. Any parking that is causing an obstruction or hazard should be reported to the police via the Avon & Somerset Police website."

Update on parking

Backwell Parish Council have been notified that North Somerset Council (NSC) Parking Services visited Church Lane and the surrounding area this morning. The officer spoke to some local residents and took photos of the cars they believe have been parked in connection with airport parking. NSC Parking Services will attempt to trace the operator involved. Backwell Parish Council have also contacted Avon and Somerset Police to raise our concerns. We would encourage residents to continue collecting data and report as appropriate to the airport via email communitycarparking@bristolairport.com and online to North Somerset Council via their website. If a vehicle is causing an obstruction or parked dangerously, this should be reported to the Police via the 'Report parking issues' form on the Avon and Somerset Police website.

Parking in Backwell

Backwell Parish Council are concerned about the significant increase in inconsiderate parking in our village. This week we have received numerous complaints from our residents particularly in the Church Lane area. The issue appears to be being caused by people seeking alternative parking for the airport and we are not the only village to be suffering from this problem. This issue is likely to exist and will continue whilst the new multi storey car park is being constructed at Bristol Airport. Backwell Parish Council have contacted Bristol Airport directly and have received the following information: This year Bristol Airport has contributed £50,000 and a further £50,000 in 2025 to North Somerset Council towards a Planning and Parking Enforcement Officer. Consultation launched on proposed parking charges

North Somerset Council has launched its consultation on the Parking Management Strategy and Action Plan. Open for seven weeks, the consultation asks about proposed parking charges being considered for car parks and on-street locations in Portishead, Nailsea and Clevedon. It also asks about plans for a new short-stay parking permit. It is hoped the short-stay permit would promote local shopping and benefit business and the economy. Consultation feedback will be used to help North Somerset Council understand how people park now and what parking charge prices, locations and hours of operation could look like. It will also help set the terms of any annual short-stay permit. Have your say on proposed changes to black bin collections in North Somerset

North Somerset Council has now launched its consultation on proposals to switch to three-weekly collections of non-recyclable (black bin) rubbish, in a bid to reduce waste, boost recycling rates and cut costs. This year the council will need to spend about £5 million disposing of black bin rubbish. However, a waste analysis found that almost half (45%) of black bin contents could have been recycled instead, which would have generated an income to help pay for vital local services. Consultation is open until Tuesday 7 May 2024, and local people are invited to fill in the questionnaire online at www.n-somerset.gov.uk/getinvolved.
