You may have heard Backwell Parish Council (BPC) talking about CIL funds — this stands for Community Infrastructure Levy. CIL is a charge paid by developers when new homes or buildings are built. This fund purpose is to help local communities cope with growth by funding improvements to local facilities and infrastructure. 💷 How CIL works in Backwell North Somerset Council (NSC) collects the CIL funds from developments A portion is passed directly to BPC (“the neighbourhood share”). Strict regulations mean that CIL can only be used for specific projects that provide long-term community benefits. As a result, it cannot be used for day-to-day running costs. If you need help accessing the NSC Local Plan 2041 consultation or submitting your comments, come along to Backwell Parish Hall: Wednesday 3rd December 6:30pm – 8:00pm Thursday 4th December 5:00pm – 7:00pm Everyone is welcome — pop in anytime during the session for support. North Somerset Council Local Plan – Important Update for Residents North Somerset Council’s (NSC) revised draft Regulation 19 Local Plan is now open for public consultation. All responses must be submitted by 12th December at 5.00pm sharp! The plan highlights Backwell, along with Nailsea, as a strategic area for growth, proposing almost 4,000 homes between us. This includes a proposal for another 1,000 houses on a vast area of East Backwell (EB), across land stretching from the Leisure Centre to The George, along with a new road linking the A370 to Station Road opposite Backwell Lake. Together with the 800 homes already consented, this would DOUBLE the size of our village within the next 10 years. 📢 NORTH SOMERSET COUNCIL LOCAL PLAN – IMPORTANT UPDATE FOR BACKWELL RESIDENTS 📢

North Somerset Council’s (NSC) revised draft Regulation 19 Local Plan is now live on the cabinet agenda for 15th October, item 6: https://n-somerset.moderngov.co.uk/ieListDocuments.aspx... The plan highlights Backwell along with Nailsea as a strategic area for growth with almost 4000 homes between us. This draft plan includes the proposal for another 1000 houses on East Backwell (EB) on top of 800 already consented, more than DOUBLING the size of our village in the next 10 years. NSC must now fund 24k new homes in response to the Government’s algorithm-generated housing target. We know it is not good practice to grow communities this quickly – especially without major infrastructure investment first. To date, there is no investment to show for the houses already consented. Important update on bus lanes for Backwell!

After continued hard work and strong engagement from Backwell Parish Council, North Somerset Council has confirmed that the proposed bus lane through the centre of Backwell will NOT go ahead. Instead, smart traffic lights giving buses priority will be installed – a solution BPC has long supported as a more balanced and effective approach. This is a really positive outcome for our community, and shows the value of persistence, collaboration, and listening to local voices. You can read the full update here.

Strawberries and Cream Tree

At the request of Backwell Parish Council, the Tree Officer from North Somerset has visited the Strawberries and Cream Tree in Rodney Road. The Tree Office considers that the tree is struggling, probably due to the long period of very dry weather which is affecting many trees across the district. In order to provide some assistance to the tree, the Tree Officer plans to lay down a layer of bark mulch to help retain soil moisture. This will also act as a feed, as the nutrients from the mulch will leach into the soil as it breaks down. The Tree Officer has also recommended some remedial tree pruning. This will be very limited but will include a moderate crown lift over the highway and the removal of dead wood. The Tree Officer will arrange this in due course.

Rodney Road / Taylor Wimpey Site – Update from Backwell Parish Council

Following residents’ concerns over the last few days, Backwell Parish Council (BPC) contacted both Taylor Wimpey (TW) and North Somerset Council (NSC) to request further information. Here’s the update we’ve received: Grass Cutting The land was previously under a grazing licence with a local farmer. Prior to completion taking place, TW were advised that the landowner/tenant wished to cut the grass one last time. This took place last week and unfortunately, it appears a tree was damaged during the cut. TW does not anticipate any further grass cutting until the new access from Rodney Road is in place. Site Access & Works TW held a site meeting recently to assess enabling works, including fencing and an archaeological survey. Access was made via the gate next to West Leigh Infants School – the same entrance used by the farmer, and a permitted right of way to access the land. As of [...]
