Summary of High Court Decision and update on JSP

CO/452/2017 Richborough Estates Limited & Ors v Secretary of State for Housing, Communities and Local Government – WMS  The High Court ruling issued earlier this month dismissed the challenge made by a number of developers against the Written Ministerial Statement (WMS) made by Gavin Barwell (‘the Minister’)12 December 2016. The WMS gives more weight to neighbourhood plans where a local planning authority does not have a five-year housing supply.  The Minister observed that such plans have an importance in meeting new housing needs and stated that they should be respected by a District Council, adding that where a planning application conflicts with a Neighbourhood Plan that is in force, planning permission should not normally be granted. Backwell Parish Council’s response to the Bristol Airport Master Plan

Thank you for the opportunity to comment on the Airport Master Plan. We are very pleased that you have had a good response. According to our register Backwell Parish Council (BPC) represents over 200 homes adjacent to the North Side of the Airport in and around Downside Road, Hyatts Wood Road and The Batch. Although there were some problems in the distribution of the leaflet and questionnaire the Airport staff have met many residents including those 11 living along Downside Road in properties backing onto the car parks. Update on Parish Council activities January 2018

The main object of the January meeting was, as always, to consider applications for grants from local charities, clubs and associations, and to set the budget for the coming year. All councillors present declared any interest that they might have with regards to any application e.g. membership of a club, and therefore did not vote when that application was considered. A total sum of £25,950 was set aside for grants for the upcoming year to improve the life of those in Backwell requiring support as well as for some appropriate leisure activities, again for Backwell Residents to enjoy. Statement from Backwell Parish Council on Bristol Airport Master Plan Consultation

Bristol Airport wish to tell Backwell of the dates and places of the various presentations outlining the proposed expansion. The biggest impact will be on Downside and its surrounding area. The two immediate dates that we need to be aware of are Monday the 15th January at the Parish Hall 12 noon till 3 pm and then Saturday 20th January from 11am until 4pm at the Airport Hilton Hotel.
