Backwell Parish Council Budget and Precept 2026–27

Explanation for Residents Backwell Parish Council (BPC) has approved its Budget and Precept – the portion of Council Tax that funds parish-level services and facilities – for the 2026–27 financial year.  For 2026–27, BPC has set a total budgeted expenditure of £329,968. After allowing for other forecast income and a planned use of reserves, the Precept request is £269,266.86. This represents an increase compared with last year. BPC recognises that this will be of concern to residents, but believes the increase is necessary and unavoidable due to the following factors: Rising costs across nearly all areas, including staffing, contracts, utilities, insurance and maintenance A significant increase in planning workload and associated professional costs, arising from major housing developments in and around Backwell and with further development pressures linked to the North Somerset Council Local Plan; while much of this work is carried out by unpaid parish councillors to limit costs, [...]

🏘️ What are Community Infrastructure Levy (CIL) funds and how do they help Backwell?

You may have heard Backwell Parish Council (BPC) talking about CIL funds — this stands for Community Infrastructure Levy. CIL is a charge paid by developers when new homes or buildings are built. This fund purpose is to help local communities cope with growth by funding improvements to local facilities and infrastructure. 💷 How CIL works in Backwell North Somerset Council (NSC) collects the CIL funds from developments A portion is passed directly to BPC (“the neighbourhood share”). Strict regulations mean that CIL can only be used for specific projects that provide long-term community benefits. As a result, it cannot be used for day-to-day running costs. If you need help accessing the NSC Local Plan 2041 consultation or submitting your comments, come along to Backwell Parish Hall: Wednesday 3rd December 6:30pm – 8:00pm Thursday 4th December 5:00pm – 7:00pm Everyone is welcome — pop in anytime during the session for support. The deadline to respond to the consultation is 5:00pm on 12th December – Let’s make sure every voice in our community is heard!

Backwell Parish Council is working hard to ensure our village remains safe and prepared for the future. One of the growing issues we’re tackling is surface water flooding, particularly from rainfall running off Backwell Hill. To address this properly, we need your help. Although official records list only one flooding incident on Farleigh Road since 2012, we believe this doesn’t reflect the true picture. We understand that several properties may have been affected over the years, and it’s vital that these incidents are recognised so we can take the right action.
